It's the third event under the Payback chronology, and the first Payback event to be held outside of the Chicago suburb of Rosemont, Illinois.

Colby Daniel Lopez is an American professional wrestler, signed to WWE under the ring name Seth Rollins. He was one-third of the stable The Shield, former WWE Tag Team Champions with Shield member Roman Reigns, former WWE World Heavyweight Champion, and was the inaugural NXT Champion. Lopez previously performed under the ring name Tyler Black. Lopez also was a former FCW Florida Heavyweight Champion, FCW 15 Champion and FCW Florida Tag Team Champion with Richie Steamboat and is the first FCW Grand Slam Champion, the most decorated FCW star in its history. Leati Joseph "Joe" Anoaʻi is an American professional wrestler and former professional gridiron football player. He is currently signed to WWE, where he performs on the SmackDown brand under the ring name Roman Reigns. He is the current and longest reigning WWE Universal Champion in his second reign. He is part of the Anoaʻi wrestling family, which also includes his father Sika Anoaʻi, brother Rosey, and cousins Jey Uso, Jimmy Uso, Rikishi, The Tonga Kid, and the late Yokozuna and Umaga. Highly regarded by industry veterans, his heel run has been regarded as one of the greatest character arcs of professional wrestling. Randal Keith Orton is an American professional wrestler and actor. Widely regarded as one of the greatest professional wrestlers of all time he is currently signed to WWE, where he performs on the Raw brand and is one half of the current Raw Tag Team Champions with Riddle in their second reign. Orton is a third generation professional wrestler; his grandfather Bob Orton, father Bob Orton Jr., and uncle Barry Orton were all wrestlers. Before being signed by the World Wrestling Federation (WWF, now WWE), he trained in and wrestled for the Mid-Missouri Wrestling Association and Southern Illinois Conference Wrestling. He was then signed by the WWF and was sent to Ohio Valley Wrestling (OVW), where he held the OVW Hardcore Championship twice. He became a member of the stable Evolution shortly after his WWE debut, which quickly led to an Intercontinental Championship reign, his first championship with the company. He also acquired the moniker "The Legend Killer" during a storyline where he began disrespecting and then physically attacking WWE Hall of Famers and wrestling veterans. He is currently signed to All Elite Wrestling (AEW), where he performs under the ring name Miro and is a one-time AEW TNT Champion. He is also known for his decade-long career in WWE under the ring name Rusev, where he became the first and so far only Bulgarian wrestler to have worked for WWE. In 2010, Barnyashev signed a contract with WWE and was assigned to Florida Championship Wrestling (FCW), which was rebranded as NXT in 2012 (WWE's developmental territories). Nicholas Theodore Nemeth is an American professional wrestler and stand-up comedian. He is currently signed to WWE under the ring name Dolph Ziggler, where he performs on the Raw brand. After a prolific career in amateur wrestling, where he established several school records for Kent State University, Nemeth signed a developmental contract with WWE in 2004 and was sent to Ohio Valley Wrestling (OVW), where he wrestled under his real name. He was promoted to WWE's Raw brand shortly afterwards in 2005, playing the caddie sidekick to Kerwin White. He was sent back to OVW shortly afterwards, being given the name Nicky and joining the cheerleading-themed Spirit Squad, who debuted on RAW in January 2006 and won the World Tag Team Championship once before returning to OVW that November. Under the Wade Barrett name, Bennett won the first season of NXT in 2010 and made his main roster debut on Raw later that year. Glenn Thomas Jacobs (born April 26, 1967) is an American politician, actor, and professional wrestler. As a Republican, he is the Mayor of Knox County, Tennessee since 2018. He is currently signed to WWE, where he works under the ring name Kane.
He began his professional wrestling career on the independent circuit in 1992, wrestling in promotions such as Smoky Mountain Wrestling (SMW) and the United States Wrestling Association (USWA), before joining the World Wrestling Federation (WWF, now WWE) in 1995. Jacobs played various characters until 1997, when he was repackaged as Kane, the younger half-brother of The Undertaker, with whom Jacobs would alternatively feud or team as The Brothers of Destruction.
Following his WWF debut, Kane remained a pivotal component of the company's "Attitude Era" of the late 1990s and early 2000s, defeating the era's "poster boy" Stone Cold Steve Austin for the WWF Championship in his first pay-per-view (PPV) main event at King of the Ring in June 1998. James Howard Gibson better known by his WWE ring name Jamie Noble, is an American former professional wrestler working for WWE as a producer. He is best known for his work from 2002 to 2009 when a severe back injury forced him to retire from competition. He is also known for his appearances in World Championship Wrestling in its cruiserweight division under the names Jamie-San and Jamie Knoble and is a one time Cruiserweight Champion. Gibson also wrestled in Ring of Honor as James Gibson and is a one time world champion, having won the ROH World Championship during his time in that organization.
Austin Watson is an American professional wrestler and is currently signed to WWE under the ring name Xavier Woods as part of the tag team stable The New Day. Upon joining the company, he was assigned to its developmental territory Florida Championship Wrestling (FCW). Watson has also previously worked for Total Nonstop Action Wrestling (TNA) as Consequences Creed, as well as NWA Anarchy and other independent promotions under the ring name Austin Creed.
Ryan Parmeter is an American professional wrestler better known by his ring name Conor O'Brian. He is signed by WWE, where he was working in their developmental territory NXT Wrestling as Konnor. He was part of the fourth season of NXT, and earned fourth place on the show's fifth season, NXT Redemption.
After spending four years wrestling on the independent circuit as Ryan Payne O'Reilly, Parmeter signed a WWE contract in 2005, and was assigned to Deep South Wrestling (DSW), a developmental territory, where he wrestled as Rough House O'Reilly. He won the DSW Heavyweight Championship twice, before briefly appearing in Florida Championship Wrestling (FCW). He also appeared in several dark matches prior to Raw and SmackDown, and at several ECW house shows. In October 2007, both Parmeter and his girlfriend, Krissy Vaine, requested to be released from their WWE contracts for personal reasons.
Following his release, Parmeter took time off from wrestling, before debuting for NWA Charlotte in February 2009. In July 2010, he was re-signed by WWE, and returned to FCW where he began wrestling as Conor O'Brian. In November 2010, he was announced as a participant in the fourth season of NXT.
Joseph Curtis "Joe" Hennig is an American professional wrestler currently signed to WWE, where he wrestles under the ring name Curtis Axel, and is the current Intercontinental Champion in his first reign. He debuted in WWE in 2010, joining The Nexus under the ring name Michael McGillicutty. He had previously wrestled at their developmental territory Florida Championship Wrestling (FCW) and was part of the second season of WWE NXT. In 2011, Hennig won the WWE Tag Team Championship with David Otunga as a member of The New Nexus. In May 2013, Hennig returned to the main roster under his current ring name, paying tribute to his father "Mr. Perfect" Curt Hennig and his grandfather Larry "The Axe" Hennig. He is managed by Paul Heyman
Aron Steven Haddad is an American professional wrestler and actor best known for wrestling with WWE under the ring name Damien Sandow. He currently wrestles for National Wrestling Alliance (NWA) and on the independent circuit under the name Aron Stevens. He is also known for his time in Total Nonstop Action Wrestling and the independent circuit under the ring name Aron Rex, where he was the first-ever Impact Grand Champion in 2016. Starting in January 2017 he took a break from wrestling, instead focusing more on acting. In 2019 he would return to the ring, later debuting for the NWA in September of that year. Haddad started wrestling in 2001, and began appearing for WWE in 2002 as Aaron Stevens on Heat. From 2003 to 2006, Haddad wrestled in WWE's developmental territory, Ohio Valley Wrestling (OVW). In 2006, Haddad reappeared on the WWE main roster as Idol Stevens, teaming with KC James and allying with Michelle McCool. In 2007, Haddad was released from WWE, first embarking on a return to OVW, no longer WWE's official developmental territory, in 2008 and then from 2009 to 2010, wrestling in Puerto Rico for World Wrestling Council (WWC). Signing again with WWE in 2010, he was assigned to a developmental territory, Florida Championship Wrestling, where he adopted the Damien Sandow moniker. In April 2012, Sandow returned to WWE's main roster as an arrogant intellectual. In July 2013, Sandow won the Money in the Bank match for a World Heavyweight Championship opportunity, and became the first to lose the cashed-in title match. In 2014, Sandow became a comedic impersonator, leading up to an alliance with The Miz, serving as his stunt double Damien Mizdow. The duo won the WWE Tag Team Championship before the team split in 2015. He briefly teamed with Curtis Axel, shortly before returning to singles action, and was released in May 2016.
Ronnie Aaron Killings is an American professional wrestler and rapper, best known by his ring name, R-Truth, who is currently signed to World Wrestling Entertainment (WWE). Since working for the company, he has been a United States Champion, WWE Tag Team Champion, 24/7 Champion, and a Hardcore Champion (under the ring name K-Kwik). Killings has also worked for Total Nonstop Action (TNA) Wrestling, where he became the first African-American NWA World Heavyweight Champion. In addition to that, Ron's been an NWA World Tag Team Champion and a TNA World Tag Team Champion.
Cody Garrett Runnels Rhodes is an American professional wrestler and actor. He is currently signed to WWE, where he performs on the Raw brand. He is also known for his time in All Elite Wrestling , where he was the inaugural and record three-time AEW TNT Champion and also served as an executive vice president. Rhodes rose to prominence during his first tenure with WWE from 2006 to 2016, where he performed under his real name, as well as under the gimmick and ring name Stardust, an overly deep, dramatic, and sparkling spin-off gimmick of his brother's Goldust character. Rhodes has also wrestled for various other notable promotions, including TNA, Ring of Honor, and New Japan Pro-Wrestling. Outside of wrestling, he serves as a judge on the competition series Go-Big Show, and stars with his wife Brandi Rhodes on the reality show 'Rhodes to the Top'. Rhodes is the son of wrestler Dusty Rhodes and the half-brother of fellow wrestler Dustin Rhodes. Joined WWE in 2006, initially being assigned to the company's developmental territory Ohio Valley Wrestling (OVW). After becoming a Triple Crown Champion in OVW, he was promoted to WWE's main roster in 2007 and remained there for nine years, performing under his real name and later under the gimmick of Stardust. During his time with WWE, Rhodes became a two-time Intercontinental Champion and was a prolific tag team wrestler, winning six world tag team championships with four separate tag team partners. Rhodes left WWE after requesting his release in May 2016. Following his departure from WWE, Rhodes began wrestling on the independent circuit, also making several appearances in TNA; he wrestled under the shortened name Cody, due to WWE owning the Cody Rhodes name, until 2020 when WWE surrendered their trademark. In the time frame spanning from early 2016 to early 2017, he competed at WWE's WrestleMania, ROH's Final Battle, and NJPW's Wrestle Kingdom events, as well as appearing for Impact Wrestling at Bound for Glory. In September 2017, Rhodes wrestled in ROH, where he became a one-time ROH World Champion. He would later become a one-time IWGP US Heavyweight Champion and a one-time ROH World Six-Man Tag Team Champion (with The Young Bucks). In September 2018, he won the NWA World Heavyweight Championship (due to ROH's partnership with the National Wrestling Alliance (NWA)), with he and Dusty becoming the first father and son to win the title. All totaled between WWE, AEW, NWA, ROH, and NJPW, Rhodes has held 15 championships, including two world titles, and in late summer 2018 held the NWA World, IWGP U.S., and ROH Six-Man titles simultaneously. In January 2019, Rhodes was unveiled as an executive vice president of the newly formed AEW, where he would also serve as a wrestler. During his run in AEW, he became the inaugural holder of the AEW TNT Championship in May 2020, and would win the championship a record three times. After failing to negotiate a new contract, Rhodes relinquished his position as an EVP and he and his wife departed AEW in February 2022. He returned to WWE at WrestleMania 38 that April.
