The television movie is set in the city of Dimmsdale and centers on the series' main protagonist Timmy Turner with his fairy godparents Cosmo and Wanda and his fairy godbrother Poof. In the movie, Timmy is now 23 years old but is still in fifth grade with his fairy-obsessed fifth grade teacher Mr. Crocker. Despite being grown up, Timmy finds a loophole in the fairy rulebook Da Rules: if he continues to act like a kid, he will still get to keep his fairies. However, the dilemma rises when Tootie, who was once a dorky girl when she was 10 years old, returns to Dimmsdale as an attractive woman. Timmy falls in love with her, a sign that he is growing up to an adult, which means he is closer to losing his fairies. Meanwhile, an oil business tycoon named Hugh J. Magnate, Jr., who teams up with Mr. Crocker, plans to use Timmy's fairies' magic in order to promote his oil business.

Jared Drake Bell (born June 27, 1986), better known as Drake Bell, is an American actor, comedian, guitarist, singer/songwriter, producer, and occasional television director. Bell is commonly associated with his real-life best friend Josh Peck, who co-starred with him in both The Amanda Show, with Amanda Bynes, and Drake & Josh. After beginning his career as a child star in the late 1990s and early 2000s, he appeared on The Amanda Show and became well known among young audiences for his role on the series Drake & Josh. As of 2010, Drake Bell has won nine Nickelodeon Kid's Choice Awards. In addition to his acting, Bell has a growing career as a musician, and co-wrote and performed the theme song to Drake & Josh, entitled "Found a Way". Eddie Deezen (born March 6, 1955) is an American character actor, voice actor and comedian, best known for his bit parts as nerd characters in 1970s and 1980s films such as Grease, Grease 2, Midnight Madness, 1941 and WarGames, as well as for larger roles in a number of independent cult films, including Surf II: The End of the Trilogy and I Wanna Hold Your Hand.
As a voice actor, he is easily recognizable for his distinctively high-pitched and nasally voice, most notably used for the characters of Mandark in the Cartoon Network series Dexter's Laboratory, Snipes the Magpie in Rock-A-Doodle, Ned in Kim Possible and Lenny the Know-It-All in The Polar Express.

Elmer Earl "Butch" Hartman IV (born January 10, 1965) is an American animator, storyboard artist, YouTuber, illustrator, and voice actor, best known for creating Nickelodeon's The Fairly OddParents, T.U.F.F. Puppy, Bunsen Is a Beast, and Danny Phantom. Hartman also owns a production company, Billionfold Inc., which he uses primarily to produce his shows. Hartman was an executive producer on The Fairly OddParents for the entirety of its 16-year run.
On February 8, 2018, Hartman announced in a YouTube video that he had left Nickelodeon on February 2 after having worked at the studio since December 1997; he confirmed that this resulted in the end of production on Bunsen Is a Beast after just one season.
Hartman's latest animated program, HobbyKids Adventures, premiered on YouTube in 2019.
Canadian actor and filmmaker Harrison Houde is known for his roles as Bowie Sherman in Netflix's "Some Assembly Required" (2014-2016) and as host of "Finding Stuff Out" (2011-2014), winning a Canadian Screen Award. David James Lewis (born 4 August 1976) is a Canadian actor. He played Kevin Mitchum on the PAX series Hope Island in the 1999 to 2000 television season. He played Walt Lawson in the 1999 film Lake Placid. He also worked in The Butterfly Effect 2. Lewis currently plays Richard Allen on CBS's Harper's Island. His next movie will be the Dolph Lundgren directed Icarus in which he will play Mr. Graham. David has had a role in almost 100 movies and shows. He won a Cannes Film Festival award in 2000 for Best short film in the movie Shoes Off.

Steven Robert Weber is an American actor and comedian. He is best known for his role as Brian Hackett on the television series Wings, voicing Charlie B. Barkin in All Dogs Go to Heaven: The Series, and portraying Jack Torrance in the TV miniseries adaptation of Stephen King's The Shining.
Weber was born on March 4, 1961, in Briarwood, Queens, New York. He is the son of Fran (Frankel), a nightclub singer, and Stuart Weber, a nightclub performer, and Borscht Belt comic and manager. He began his acting career in high school, appearing in several productions. After graduating from high school, he attended the High School of the Performing Arts in New York City and graduated from New York State University at Purchase.
Weber's first major acting role was in the 1987 film Hamburger Hill. He then went on to appear in a number of other films, including The Flamingo Kid (1984), The Kennedys of Massachusetts (1990), and The Shining (1997).
In 1990, Weber began starring as Brian Hackett on the television series Wings. The show ran for eight seasons and was a critical and commercial success. Weber's performance on the show earned him a Golden Globe nomination for Best Actor – Television Series Musical or Comedy.
In 1994, Weber began voicing Charlie B. Barkin in the animated series All Dogs Go to Heaven: The Series. He continued to voice the character until the show ended in 1996.
In 1997, Weber starred in the TV miniseries adaptation of Stephen King's The Shining. He played Jack Torrance, the role made famous by Jack Nicholson in the 1980 film. Arlene grew up in New Hampshire, and spent some of her childhood in Alaska and Canada. As an adult, She has lived and worked in Italy and Japan. Her father is from Newfoundland Canada and her mother from New Hampshire. Growing up in a musical Scotch/Irish home, Arlene did her first TV appearance at the age of 5 on a show called "The Uncle Guss Show" filmed in New Hampshire. Her father is a bagpiper/minister and her mother a teacher. She started dance at a very young age and competed in many pageants, including winning the Miss Interline pageant and Mrs. Hawaii America pageant. Arlene found her passion for acting as a child. She started acting with a group of kids that would get together during the summer months. They would write plays, make costumes, then dance, sing and perform on a beach for all summer vacationers.
She would also spend a lot of time working with the children's ministry performing in the church. She started taking acting acting classes in grammar school and had the lead in several plays in high school. Her high school drama coach as well as her dance instructor encouraged her to continue acting after high school. She uses many of the personal experiences of working with foster children, prevent child abuse, and crisis pregnancy center to develop her characters. She works with several charities that are dear to her heart. She was the spokes person for "Prevent Child Abuse in 2005. She works with Heart Gallery, St. Charles Home, Cards for Kids in Hospitals, and Aloha Pregnancy Center.
Steven Randall "Randy" Jackson (born October 29, 1961) is an American singer-songwriter, musician, and dancer. Randy is best known as a former member of his family band the Jacksons. Randy is the youngest Jackson brother and the second-youngest Jackson sibling before his sister Janet Jackson. He is the eighth child in the Jackson family.
Randy was born at St Mary's Mercy Hospital in Gary, Indiana to Joseph Jackson and Katherine Jackson. Nicknamed "Little Randy", Jackson is the ninth child of the Jackson family and youngest of the brothers. Jackson was only two years old when the Jackson 5 was formed and thus not an original member. While Randy's brothers toured, Jackson honed his skills as a musician, mastering piano and the bongos.
Randy was not an original member of the Jackson 5, first appearing live with his brothers in 1971 at a Christmas show the Jackson 5 held for blind children. Although he was on every Jackson 5 tour since 1972, mainly playing the congas among other instruments, Randy did not officially join the family band until 1975 when they left Motown for CBS Records and older brother Jermaine chose to stay with Motown, prompting Randy to replace him. The Jackson 5 officially changed their name to the Jacksons when they signed with Epic in part because Motown owned the name "Jackson 5". At age 16, he co-wrote the Jacksons' most successful single on Epic, "Shake Your Body (Down to the Ground)" with Michael.
On March 3, 1980, Jackson was seriously injured in a car crash in Hollywood, California. In June 1980, he appeared on the cover of the weekly African-American newsmagazine Jet. The cover headline read: "Randy Jackson Walks Again: Talks About His Future."
Jackson plays congas, percussion, keyboards, piano, bass, and guitar, among other instruments. In addition to singing and playing on the Jacksons' recordings, he worked with Michael on his album Off the Wall. He participated in the Jacksons' Destiny World Tour from 1979 to 1980, the Triumph Tour in 1981, Victory Tour in 1984, and the band's later projects. After the Victory Tour, Jackson worked with Lionel Richie on his album Dancing On The Ceiling in 1985. Jackson, along with brothers Jackie, Tito, Marlon, and his sister La Toya joined USA For Africa to sing in "We Are The World", which was led by Jackson’s brother Michael, Lionel Richie, Quincy Jones, and Harry Belafonte.
He was left out when the Jackson 5 were inducted to the Rock and Roll Hall of Fame in 1997; only the five original members were inducted.
He was part of the Jacksons' 2001 reunion at Madison Square Garden, but did not appear as an official cast member in their 2009 A&E reality series The Jacksons: A Family Dynasty. He did contribute backing vocals with Jackie, Tito, Marlon and Jermaine for Michael's "This Is It". ..
