An unexplained, local split in the atmosphere causes a series of total unpredictable, yet devastating tornadoes. Rookie fireman Brian Flynn gets trapped in the underground sewage with his girlfriend, deputy mayor James 'Jim' Lawrence and climatologist Dr. Cassie Lawrence's niece Lori. Mayor Leonardo of New York initially refuses to pay proper attention to the phenomenon, a 'reelection threat', so the alert status remains too low for long. Atypical lightning discovered inside tornadoes adds unprecedented dangers. The Lawrences and aeronautics renegade Dr. Lars Liggenhorn conceive a possible solution by launching rockets, but NASA's Dr. Quinn overrules them, imposing standard silver iodine.

Sebastian Spence (born December 9, 1969) is a Canadian actor best known for his roles as Cliff Harting on Hallmark's series Cedar Cove (2013-2015), and as Cade Foster in the Space Channel scifi series, First Wave (1998–2001).
His first on-camera role was in the second part of the Canadian TV miniseries, The Boys of St. Vincent. His next role was in the trilogy of A Family of Cops TV movies with Charles Bronson, playing Eddie Fein the younger son of Bronson's character. His first leading role was as Cade Foster, in the Space Channel (and later Sci-Fi Channel) original series, First Wave, which ran between 1998 and 2001. He later played the role of Cliff Harting on the Hallmark Channel drama Cedar Cove, between 2013 and 2015.
Jerry Wasserman (Born November 2nd, 1945) is an American character actor with over 200 credits to his name in Film and television. Some of his credits include Look Who's Talking (1989), Christina's House (2000), I, Robot (2004) and Watchmen (2009). He also appeared on two episodes of the X-Files.
Winston Houghton Rekert (June 10, 1949 – September 14, 2012) was a Canadian actor. He was best known for starring in the television series Adderly and Neon Rider.
In 1985, he played the role of Detective Langevin in the American film Agnes of God. In the same year, he received a Genie Award nomination for Best Actor at the 6th Genie Awards for his performance in the film Walls.
From 1986 to 1988, he starred as the lead character in the Canadian television series Adderly, a comedy drama that was a spoof of the spy genre. In 1987, he won a Gemini Award for Best Performance by a Lead Actor in a Continuing Dramatic Role for his work on the series.
Following Adderly's cancellation, Rekert's childhood friend, Danny Virtue, pitched him an idea for a television series that eventually became Neon Rider. The series ran from 1990 to 1995 and starred Rekert as Michael Terry, a therapist who ran a ranch for troubled adolescents. He also worked on the series as a writer, director and producer. Through the show, he became involved with a variety of youth groups and was named the national spokesman for Youth at Risk.
In 2003, he won his second Gemini Award for Best Performance by an Actor in a Guest Role in a Dramatic Series for his appearance on the television series Blue Murder.
In April 2012, he was awarded with the Sam Payne Lifetime Achievement Award—an annual award that "recognizes professional performers displaying humanity, artistic integrity and encouragement of new talent."
He died on September 14, 2012, at the age of 63 after a three-year battle with cancer.

Richard Ian Cox (born October 3, 1973) is a Welsh-Canadian actor, voice actor, comedian and online radio host best known for his voice work for English language dubs of anime, mainly for InuYasha. Richard gained prominence for playing the character of Henry Dailey's (played by Mickey Rooney) teenaged traveller and horse rider, Alec Ramsay, in The Family Channel's Adventures of the Black Stallion during the early 1990s. Cox also gained fame for voicing Ian Kelley, the title character in the animated series Being Ian and for voicing Scattershot, one of the Autobots in the CGI-Animated series Transformers: Cybertron. In 2015, he provided the voice of Lofty in the American dubbed version of the 2015 reboot of the British children's animated television series Bob the Builder taking over from both Sonya Leite and Emma Tate. David Orth (born March 13, 1965) is a Canadian actor. Orth was born and raised in Kitchener, Ontario. His most notable role was as Edward 'Ned' Malone in the TV series The Lost World, which was shot in Australia. He played this part from 1999 until 2002. During the shooting of The Lost World, he purchased a home in Australia and soon after met his wife there. Orth voiced Blizzard in Iron Man: Armored Adventures. He has also starred in Beyond Reality, The Ray Bradbury Theatre and in the episode "Scarecrow" on the CW's horror/drama series Supernatural. He has hinted that although he enjoys his acting career, he would like to become a director in the future, "I'd like to work toward both producing and directing. Directing really interests me as it does many actors".
