Golden Sand City is filled with brothels and casinos funded by drug lord Yim Kung Ho (evil Mr. Yem) and policed by the iron fist of his henchman Panther (Leopard Head). Vigilantes Inspector Big Dragon (Bruce Liang), Little Mouse, and Black Cat plan to bring Yum Kung Ho and his evil empire to its knees, but face fierce opposition in the deadly Panther, who has the stolen pearls sought after by Big Dragon and his new ally Mei Ling.

Bruce Leung
Bruce Liang (28 April 1948) is a Hong Kong martial artist and actor who has appeared in many Hong Kong martial arts movies. He often appeared billed as "Bruce Leung", "Bruce Liang", "Bruce Leong", or "Bruce Leung Siu-lung", and is thus generally grouped among the Bruce Lee clones that sprang up after Lee's death in the subgenre known as Bruceploitation.
Yasuaki Kurata (born March 20, 1946), a.k.a David Kurata, is a Japanese actor specializing in action movies. An accomplished martial artist, he has dan ranks in karate (5th degree), judo (3rd degree), and aikido (2nd degree). He is perhaps best known for his extended battle against Jet Li in Fist of Legend and for his villainous role in So Close. He is fluent in Cantonese.
Kurata's home town is Sakura-mura, Niihari District, Ibaraki (now part of Tsukuba). Having studied performing arts at Nihon University and Toei Theater School, he began to work as an actor in the late 1960s. In 1971, Kurata made his Hong Kong debut in the Shaw Brothers Studio kung-fu movie Angry Guest . Since then he has appeared in numerous other films and TV series within the genre. In addition to his work as an actor, Kurata runs the stunt agency Kurata Promotion (established 1976 under the name Kurata Action Club), teaches at a private college (the University of Creation, Art, Music & Social Work), is chief advisor to the All Japan Nunchaku League, and in 2004 published a book, Hong Kong Action Star Kōyūroku.

Mang Hoi (Chinese: 孟海) was another important member of Sammo Hung's stunt team during the 80’s – and often worked with Jackie Chan and Yuen Biao in their films as well. Like most of that stunt group, he alternated between stunt work for other actors and appearing in front of the camera as a character. He did have a few major roles though in his career. With his cherubic face and small stature and seemingly good nature he has been very popular with HK film fans. And like many of this group who worked with Jackie or Sammo or Yuen, he was a student at Madame Fan Fok-fa’s Opera School and went on to stunt work before getting more sizable roles. He seems to have retired from films for the most part by the early 90s though he did have a small part in Ah Kam and The Extra. His sister is female kung fu actress Kitty Meng Chui. Mang, also, actually won a Best Supporting Acting award for his part in Yes Madam. For a time he was the boyfriend of Cynthia Rothrock and directed part of her action vehicle Lady Reporter/Blonde Fury. Was a member of the Sammo Hung Stuntmen's Association.
Dean Shek Tin (Chinese: 石天) (17 June 1949—September 20, 2021) is a veteran Hong Kong feature film actor and film producer with over 92 acting credits to his name. He is perhaps best known as Professor Kai-hsien in the 1978 film, Drunken Master, Lung Sei in the 1987 film, A Better Tomorrow II, and Snooker in the 1990 film, The Dragon from Russia.
Kwok-Choi Hon was born in 1948 in Hong Kong, British Crown Colony. He was an actor, known for The 36th Chamber of Shaolin (1978), Never Say Regret (1990) and Killers Must Die (1990) He died on 9 October 2017 in Hong Kong.
